The floor the law sets in QAR, under Article 15 of the domestic workers law.
Domestic workers in Qatar have a law of their own, Law No. 15 of 2017. Its Article 15 gives a worker who has served a full year or more an end-of-service award of no less than three weeks' wage for each year of service, with part years counted in proportion. How is a domestic worker's award calculated in Qatar?
- Three weeks' wage = 21 ÷ 30 = 0.7 of a monthly wage
- Award = years of service, fractions included, × 0.7 × the monthly wage
- Nothing before a full year is complete
Symbols
- three weeks
- The floor Article 15 sets; a contract may agree more
- wage
- The monthly cash amount paid for the work (Article 1)
What is the award on 1,500 and five years?
A domestic worker on 1,500 QAR a month has served five years since the law took effect, and the contract has ended.
- Three weeks' wage: 21 ÷ 30 = 0.7 of a monthly wage for each year
- Months of wage: 5 × 0.7 = 3.5 months
- Award: 3.5 × 1,500 = 5,250 QAR
The minimum due is 5,250 QAR. Where the contract agreed more than three weeks a year, the contract's figure is what is owed.
What is the floor, and when is a year lost?
Article 15 requires the employer to pay an end-of-service award to a worker who has spent a full year or more in the work, counted from the date the law took effect. The amount is agreed between the parties, provided it is not less than three weeks' wage for each year of service, and the worker earns the award for a part year in proportion to the time served. Three weeks is a floor rather than the figure: where the contract agrees more, more is due.
Three weeks is read here as 21 days of wage over a 30-day month, so 0.7 of a monthly wage for each year, the same convention the labour-law gratuity page uses. The wage in Article 1 is the cash amount the employer pays for the work; food, housing and health care are separate obligations in kind under Article 7.
Article 16 withholds the award only 'for the year in which he was dismissed' where the worker breached the obligations in the law or the contract, so whole years before it stay. And the worker may end the contract early keeping the award in full in the cases of Article 17: the employer breached the law or the contract, deceived him about the terms when contracting, assaulted him, or left a serious danger to his safety in place while knowing of it.
- At least three weeks' wage for each year of service (Article 15)
- Nothing before a full year; part years count in proportion after it
- Service counts from 12 October 2017, when the law took effect
- The wage is the monthly cash amount; food and housing sit outside it
- A dismissal under Article 16 costs the year of the dismissal alone
Questions about domestic workers' end of service in Qatar
How much is end-of-service pay for a domestic worker in Qatar?
At least three weeks' wage for each year of service, for a worker who has served a full year or more (Article 15 of Law No. 15 of 2017). It is a floor, so a contract may agree more.
Do part years count?
Yes. Article 15 says the worker earns the award for a fraction of a year in proportion to the period served, so two and a half years earn 1.75 months of wage.
Do years worked before 2017 count?
Article 15 counts service from the date the law took effect. The law was published on 12 September 2017 and takes effect a month after publication, so years with the same family before that date are outside this article, which is why the calculator asks for the service from that date onwards.
What happens if the worker is dismissed for a breach?
Article 16 lets the employer dismiss without notice and without the award 'for the year in which he was dismissed' where the worker breached the obligations in the law or the contract. Only that year's award is lost; the whole years before it remain due.
Does a worker who leaves lose the award?
No. Article 17 lets the worker end the contract early keeping the award in full where the employer breached their obligations, used deception when contracting, assaulted the worker, or knew of a serious danger to their safety and left it in place. Article 15 itself ties the award to service rather than to who ended the contract.
What about leave and the flight home?
Article 14: three weeks of paid annual leave for each year, and a return ticket every two years, or a one-way ticket where the travel is final. Those are separate from the award.
