How it's calculated
The General Organization for Social Insurance (GOSI) deducts a Saudi employee's share from the contributory wage, which is the basic salary plus the housing allowance only, capped at 45,000 SAR with a floor of 1,500 SAR (worth confirming). Transport and other allowances sit outside the contributory wage, but they are added to your net pay in full.
For Saudis registered before 3 July 2024 the rate is fixed: 9% for the annuities branch and 0.75% for unemployment insurance (SANED), 9.75% of the contributory wage in total. The employer pays 11.75% for them: 9% annuities, 0.75% SANED and 2% occupational hazards.
Saudis first registered on or after 3 July 2024 fall under the new Social Insurance Law issued by Royal Decree M/273, which raises the annuities contribution by half a percentage point every July, from 9% (2024) to 11% (July 2028). The employee share therefore moves from 9.75% to 10.25%, 10.75%, 11.25% and finally 11.75%, and the employer's annuities share rises in the same steps. Non-Saudis have no deduction at all; the employer pays only 2% for occupational hazards. Most calculators online still apply a flat 9.75% to everyone and get new subscribers wrong.

Worked example
A Saudi employee earns a basic salary of 8,000 SAR, a housing allowance of 2,000 SAR and other allowances of 500 SAR, a monthly total of 10,500 SAR.
- Contributory wage: 8,000 + 2,000 = 10,000 SAR (transport and other allowances are excluded)
- Registered before 3 July 2024: deduction 9.75% × 10,000 = 975 SAR, net salary 10,500 − 975 = 9,525 SAR
- New subscriber registered after 3 July 2024, in 2026: deduction 10.75% × 10,000 = 1,075 SAR, net salary 9,425 SAR
- Employer share for the legacy subscriber: 11.75% × 10,000 = 1,175 SAR, which never appears on your payslip
If the same employee were non-Saudi, nothing would be deducted and the full 10,500 SAR would be paid, with the employer paying just 200 SAR (2% occupational hazards). The gap between 975 and 1,075 SAR is what calculators that apply 9.75% to everyone miss.
FAQ
Is GOSI deducted from allowances?
Only from the housing allowance. The contributory wage is the basic salary plus the housing allowance, capped at 45,000 SAR; transport, phone and all other allowances are outside it and nothing is deducted from them.
What is the GOSI deduction rate in 2026?
9.75% for Saudis registered before 3 July 2024, and 10.75% (since July 2026) for those first registered on or after that date, rising to 11.25% in July 2027 and 11.75% in July 2028. Nothing is deducted from non-Saudis.
Why is my deduction different from a colleague on the same salary?
Most likely because one of you is a new subscriber registered after 3 July 2024, on the stepped rate under the Royal Decree M/273 law, while the other is a legacy subscriber on the fixed 9.75%. It can also be a difference in housing allowance, which counts towards the contributory wage while other allowances do not.
I first registered with GOSI after 3 July 2024. Am I under the new law?
Yes, if you had no contribution period in social insurance or the pension scheme before that date. Anyone with an earlier contribution period stays under the previous law at 9.75%, and your status is shown in your account on the GOSI portal.
What is the employer's share of GOSI?
For a Saudi registered before 3 July 2024: 11.75% of the contributory wage (9% annuities + 0.75% SANED + 2% occupational hazards); for a new subscriber the annuities share rises half a point each July to 11% in July 2028. For a non-Saudi it is 2% occupational hazards only. This share is never deducted from your salary.
Is GOSI deducted on a salary above 45,000 SAR?
The deduction applies to 45,000 SAR only, however high the contributory wage goes. Someone whose basic salary and housing allowance together come to 60,000 SAR has 9.75% × 45,000 = 4,387.50 SAR deducted as a legacy subscriber, and anything above the ceiling is exempt from contributions.
