How is ILOE compensation calculated?
- Monthly compensation = the smaller of 60% × average basic salary and the category cap
- Category cap = 10,000 AED in Category A, or 20,000 AED in Category B
- Full claim = 3 × monthly compensation
Symbols
- average basic salary
- Basic salary averaged over the six months before the job was lost
- category cap
- 10,000 AED for a basic salary of 16,000 or less, 20,000 AED above it
What does ILOE pay on a 12,000 basic salary?
An employee in Category A whose basic salary averaged 12,000 AED over the last six months loses their job when the employer ends the contract, after 18 months of subscription.
- Compensation: 60% × 12,000 = 7,200 AED a month
- Category A caps it at 10,000 AED a month, so 7,200 AED is paid in full
- Full claim: 3 × 7,200 = 21,600 AED
The scheme pays 7,200 AED a month for up to three months, 21,600 AED in all.
What does the ILOE scheme pay, and who qualifies?
The Involuntary Loss of Employment (ILOE) scheme is the UAE's unemployment insurance, set up by Federal Decree-Law No. 13 of 2022, which came into force on 29 September 2022. Subscription is mandatory for Emiratis and residents working in the private sector and the federal government, at 5 AED a month plus VAT in Category A and 10 AED in Category B, and the scheme compensates a subscriber who loses a job for a reason other than resignation or a disciplinary dismissal.
Article 6 of the Decree-Law pays 60% of the subscription salary for up to three months a claim, capped at 20,000 AED a month, and limits compensation to twelve months across the subscriber's working life in the UAE. The scheme publishes the details the implementing Cabinet Resolution sets: the salary is the average basic salary over the six months before the job was lost, and Category A, for a basic salary of 16,000 AED or less, is capped at 10,000 AED a month.
A claim needs twelve consecutive months of subscription (Article 5) and has to be submitted within 30 days of the job ending. The scheme pays nothing after a resignation or a dismissal for disciplinary reasons, and payment stops if the subscriber joins another employer.
- Monthly compensation: 60% of the average basic salary over the last 6 months
- Capped at 10,000 AED a month in Category A and 20,000 AED in Category B
- Up to 3 months a claim, and 12 months over your working life in the UAE
- Needs 12 consecutive months of subscription and a claim within 30 days
